مشكلة الدراسة: تتحدد مشكلة الدراسة في التساؤل التالي: ما الأهداف الاستراتيجية المقترحة لخطة تطوير وسائل منسوبي حرس الحدود وقدراتهم للتعامل مع الجرائم العابرة للحدود الدولية؟.
مجتمع الدراسة وعينتها: يتكون مجتمع الدراسة من الضباط العاملين بحرس الحدود بمنطقة جازان والوحدات الإدارية والميدانية التابعة لها. حيث قام الباحث بالاعتماد على أسلوب العينة العشوائية، ووزع (200) استبانة على المبحوثين، استرد منها (180)، الصالح للتحليل منها (170) استبانة.
منهج الدراسة وأدواتها: استخدم الباحث المنهج الوصفي، والاستبانة كأداة لجمع البيانات.
أهم النتائج:
- غالبية أفراد عينة الدراسة لم يشاركوا في أعداد أي خطط لتطوير قدرات منسوبي حرس الحدود لمكافحة الجرائم العابرة للحدود مما يؤكد أن الخطط الموضوعة تأتى من مجموعة وإدارات محددة.
- أهم الجرائم العابرة للحدود بين المملكة العربية السعودية واليمن تمثلت في التسلل والتهريب، وتدار من قبل عصابات بالغة القوة والتنظيم ما يفوق قدرات حرس الحدود.
- إن طبيعة الجرائم العابرة للحدود في هذه المنطقة تعتمد في تنفيذها على استخدام العنف والترويع والإرهاب والرشوة وغيرها من الوسائل غير المشروعة.
- احتواء البرامج التدريبية على محتوى نظري وعملي للتعامل مع الجرائم العابرة للحدود، وتهتم هذه البرامج بالآتي:
• صقل مهارات تعامل المختصين من حرس الحدود مع الوسائل التقنية الحديثة التي تمكن من منع الجرائم العابرة للحدود.
• إكساب المتدربين معارف متطورة تجاه طبيعة وطرق مكافحة الجرائم العابرة للحدود.
• إعداد متخصصين في مكافحة الجرائم العابرة للحدود من وحدات حرس الحدود.
- يقوم على تنفيذ البرامج التدريبية الحالية نخبة من المتخصصين في مجالات مكافحة الجرائم العابرة للحدود.
- تسهم البرامج التدريبية الحالية في رفع الروح المعنوية لدى منسوبي حرس الحدود ما يمكنهم من الأداء الأفضل في مكافحة الجرائم العابرة للحدود.
أهم التوصيات
- دعم وحدات حرس الحدود وتطويرها وذلك بتزويدها بأحدث التقنيات العالمية على اختلافها لتحقيق هدف الحماية الأمنية لحدود المملكة.
- ضرورة إيجاد معدات ووسائل لكشف عمليات العبور غير الشرعي للحدود، كالطائرات العامودية وأجهزة كشف التسلل والاستفادة من تجارب الدول المتقدمة في مجال التقنيات الحديثة لمكافحة الجرائم العابرة للحدود.
- تعزيز العملية التدريبية بحرس الحدود من خلال دعم معاهد ومراكز التدريب المعنية بأمن الحدود.
- استحداث مركز للدراسات والبحوث الحدودية يُعنى بإعداد دراسات علمية متخصصة في التصدي للمشاكل الحدودية المحلية و الإقليمية والدولية وأساليب علاجها.
- دراسة الاحتياجات التدريبية والتطويرية وتحديدها بطريقة علمية مدروسة.
- إبرام البروتوكولات والاتفاقيات مع دول الجوار بما يضمن تخفيف العبء على دوريات حرس الحدود.

Research Problem: The problem of the study is determined in the following question: What are the objectives of the proposed strategic for the development plan of means for the staff of the border guards and their abilities to deal with International cross-border crimes?
Study Population (sample): The study population consists of officers working in border guards in Jazan, administrative and field units. Where the researcher based on random sampling method and the researcher distributed (200) questionnaire, got back (180) of it, good for analysis (170) questionnaire.
Research Methodology: The researcher used the descriptive method and the Questionnaire as a tool to collect data.
Main Results:
- The majority of the study sample did not participate in the preparation of any plans to develop the capacity of the staff of border guards to combat cross-border crime, which confirms that the plans come from specific destinations.
- The most important cross-border crime between Saudi Arabia and Yemen in the infiltration and smuggling, and is dominated by an extremely powerful gangs and organization beyond the abilities of the border guards.
- The nature of cross-border crime in the region depends in its implementation on the use of violence and intimidation, terrorism, bribery and other illegal means.
- The training programs contain theoretical and practical content to deal with cross-border crimes, and interested in these programs as follows:
1. Refine the skills to deal with modern technical means, which managed to prevent cross-border crime.
2. Providing trainees with advanced knowledge towards the nature, types and methods of combating cross-border crimes.
3. Prepare specialists in the fight against cross-border crime within the border guard units.
- Specialists in the fields of combating cross-border crimes are responsible for the implementation of the current training programs.
- The current training programs contribute to raise the morale of the staff of border guards as they can do the best performance in the fight against cross-border crimes.
Main Recommendations:
- Support and development the units of border guard units and providing them with the latest various global technology to achieve the goal of security protection for the kingdom's borders.
- Need to find equipment and means to detect cross vertical airplanes border and intrusion detection devices and benefit from the experiences of developed countries in the field of modern technologies to combat cross-border crimes.
- Enhance the training process Border Guard by supporting training institutes and centers responsible for border security.
- Development center for studies and border research responsible for the preparation of scientific studies specializing in local, regional and international border problems and methods of treatment.
- Study and identify training and development needs and identify it in a deliberate scientific way.
- Conclusion of protocols and agreements with neighboring countries to ensure ease the burden on border guards.
