Study Title: Strategic vision to support integrity to a chive National security in the Kingdom of Saudi Arabia

Research Problem :
The research problem is confined to reply the following main question: what is the strategic vision to support impartiality so as to achieve national security in the kingdom of Saudi Arabia ?
Study Population and Sample :
The research population consisted of the staff members of the national Anti-corruption commission with a total number of 168 employees. The researcher studied the who population. The final number was 150. The research has also selected randomly 36 issues from Arriyadh, Alyoum and Okaz newspapers ( 12 issues of each newspaper).
Research Methodology and tools :
The researcher used the descriptive analytical method via survey and content analysis by using the questionnaire and content analysis forms as tools for collecting data.
Main Results :
1 – The factors that affect integrity highly are: The ambitions for a higher standard of living, lack of accountability for corrupters or depraved and blurry of the role of high rank employees.
2- The causes that contribute to supporting integrity needed to greatly achieve National Security in the Kingdom of Saudi Arabia are: increasing the state's income of financial resources needed to face the problems of poverty and unemployment, developing leaders characterized by objectivity and loyalty for public institutions and common benefit and providing positive work atmosphere that encourages employees to achieve continuous development.
3- The obstacles that prevent supporting integrity needed to highly achieve the National Security of The Kingdom of Saudi Arabia are: The corrupters overruling of wealth and public property and the authority that enables them to make use of these powers for their own benefits, the mass media that show corrupters as wealthy people, thus stimulating others to imitating them, and unfortunately the corrupters occupying decision-making positions in public organizations.
4- The methods that contribute to enhancing integrity needed to highly achieve the National Security in the Kingdom of Saudi Arabia are: making use of accountability mechanisms for employees in decision-making positions in public organizations and revising salary policies so as to cope with the economic conditions and radical changes in the Saudi society and commissioning the administrative organizations tasks that are suitable for their human and financial abilities.
Main Recommendations :
1 – Activating the positive role of mass media in fighting corruption through continuous media campaigns to enhance integrity.
2- Making use of accountability mechanisms and supervision of decision-making positions in public organizations.
3- Revising the system of salaries in the state so as to meet increasing prices.

مشكلة الدراسة :
انحصرت مشكلة الدراسة في الإجابة على التساؤل الرئيس التالي : ما التصور استراتيجي لتعزيز النزاهة تحقيقاً للأمن الوطني في المملكة العربية السعودية ؟
مجتمع الدراسة :
تكون مجتمع الدراسة من العاملين في الهيئة الوطنية لمكافحة الفساد بالرياض والبالغ عددهم (168) فرداً ، وقد قام الباحث بحصر شامل لجميع أفراد مجتمع الدراسة، وكان العدد النهائي (150) فرداً، كما تكون مجتمع الدراسة من (36) عدداً من جرائد الرياض واليوم وعكاظ بواقع (12) عدد من كل جريدة.
منهج الدراسة وأدواتها :
استخدم الباحث المنهج الوصفي التحليلي عن طريق المدخل المسحي باستخدام الاستبانة ومدخل تحليل المحتوى باستخدام استمارة تحليل المحتوى كأدوات لجمع البيانات.
أهم النتائج :
1 - أن العوامل التي تؤثر على النزاهة بدرجة مرتفعة هي : الطموح إلى مستوى معيشي أعلى، وغياب المساءلة الفعالة للمفسدين، وغموض أدوار العاملين في المناصب الرفيعة.
2 - أن الأسباب التي تسهم في تعزيز النزاهة اللازمة لتحقيق الأمن الوطني في المملكة العربية السعودية بدرجة مرتفعة هي : زيادة حصيلة الدولة من الموارد المالية اللازمة لمعالجة مشكلات الفقر والبطالة، وتنمية القيادات التي تتسم بالموضوعية والانتماء والولاء للمؤسسات العامة والصالح العام، وتوفير مناخ العمل الإيجابي الذي يشحذ همم العاملين لتحقيق التنمية المستدامة.
3 - أن المعوقات التي تحول دون تعزيز النزاهة اللازمة لتحقيق الأمن الوطني في المملكة العربية السعودية بدرجة مرتفعة هي : وصول بعض العناصر للثروات والممتلكات العامة والسلطات واستغلالها لمصالحهم الخاصة، ووسائل الإعلام التي تصور المفسدين بالثراء وتجعل غيرهم يسعى لتقليدهم والاقتداء بهم، ووصول بعض العناصر المتمرسة في الفساد إلى مواقع اتخاذ القرار بالمنظمات العامة.
4 - أن الوسائل التي تسهم في تعزيز النزاهة اللازمة لتحقيق الأمن الوطني في المملكة العربية السعودية بدرجة مرتفعة هي : تفعيل آليات المساءلة للعاملين في مواقع اتخاذ القرار بالمنظمات العامة، و إعادة النظر في سياسات الأجور لكي تواكب الظروف الاقتصادية والتغيرات الجذرية في المجتمع السعودي، وتكليف المنظمات الإدارية بأعباء ووظائف في حدود قدراتها وإمكانياتها البشرية والمادية.
أهم التوصيات :
1 - تفعيل الدور الإيجابي للإعلام في مكافحة الفساد من خلال عمل حملات إعلامية توعوية مستمرة لتعزيز النزاهة.
2 - تفعيل آليات المساءلة والرقابة للعاملين في مواقع اتخاذ القرار بالمنظمات العامة.
3 - إعادة النظر في رواتب العاملين في الدولة، بحيث تتناسب مع ارتفاع الأسعار.
