مشكلة البحث :
معرفة مدى نجاح التجربة الانتخابية السعودية ، وما مدى إسهامها في تطوير أداء المجالس البلدية في منطقة الرياض من خلال الإجابة عن التساؤل التالي: ما دور مشاركة المواطنين في الانتخابات البلدية في تطوير أداء المجالس البلدية في منطقة الرياض من وجهة نظر الأعضاء؟
مجتمع الدراسة والعينة: يتكون مجتمع الدراسة من أعضاء المجالس البلدية الحاليين في منطقة الرياض والمحافظات التابعة لها، حيث بلغ عددهم (370)عضوا موزعون على (48) مجلس بلدي ، نصفهم معيَّنون، والنصف الآخر منتخبون . وتكونت العينة من (186) عضوا.
منهج الدراسة وأدواتها:
أستخدم الباحث المنهج الوصفي الوثائقي، وذلك من خلال الاستعانة بما نشر عن الموضوع من أبحاث، أو دراسات، أو كتب.
أهم النتائج
- أن هناك موافقة بين أفراد عينة الدراسة على مستوى مشاركة المواطنين في الإنتخابات البلدية في منطقة الرياض بأنه كان مرتفعا، حيث بلغ المتوسط الحسابي العام (3.48).
- أن هناك موافقة بين أفراد عينة الدراسة على مستوى الأداء الرقابي والإداري للمجالس البلدية في منطقة الرياض أنه كان مرتفعا، حيث بلغ المتوسط الحسابي العام (3.84).
- أن هناك موافقة بين أفراد عينة الدراسة على المعوقات التي تحد من مشاركة الناخبين في الانتخابات البلدية في منطقة الرياض، ومن أهم تلك المعوقات، تأخر تنفيذ مشاريع البلدية التي وعد بها المواطنين في الانتخابات السابقة، وارتفاع سقف التوقعات لدى بعض المواطنين، وضعف مشاركة المواطنين في الإسهام في صياغة خطط البلدية.
- أن هناك علاقة طردية منخفضة ذات دلالة إحصائية عند مستوى (0.01) بين مشاركة المواطنين في الانتخابات البلدية وبين تطوير أداء المجالس البلدية في منطقة الرياض مما يشير إلى أن إرتفاع مستوى مشاركة المواطنين في الانتخابات البلدية له دور في تطوير أداء المجالس البلدية.

أهم التوصيات
1. ضرورة تحديث أنظمة البلدية والعمل على تطويرها وفقاً للمستجدات الاقتصادية والإدارية والاجتماعية والسياسية، مما يساهم في زيادة إقبال الناخبين على الانتخابات.
2. ضرورة مشاركة المواطنين في الإسهام في صياغة خطط البلدية.
3. ضرورة توعية المواطنين بأن الانتخابات البلدية جزء من الإصلاح الذي تهدف إليه الدولة.
4. ضرورة توعية الناخبين بمهام المجلس البلدي للحد من رفع سقف التوقعات لديهم.
5. ضرورة زيادة الصلاحيات الممنوحة للمجالس البلدية مما يمكنها من تأدية مهامها التي نص عليها النظام كفاءة وفاعلية.
6. ضرورة توفير الاستقلال المالي والادراي الكامل للمجالس البلدية لكي تتمكن من أداء مهامها بالشكل المطلوب.

Study Title:
Participation the citizens in municipality election and its role in development the performance of municipality assemblies in Riyadh Region in view of members.

Study Problem:
To know to what extent the success of Saudi election experiment, and its participation in developing municipality assemblies performance in Riyadh region by answering the following question:
- What is the role of citizen's participation in municipality election in developing the performance of municipality assemblies in Riyadh region in view of members?
Study Population and sample:
- The current the members of municipality in Riyadh region and its governorates were ( 370) members distributed on(48) municipality assemblies , half of them were employed and the others were elected. The sample consists of (186) members.
Study Methodology: Descriptive method survey
Main Results :
- There is agree among the sample of the study regarding the difficulties which limit the participation of the electors in the municipality elections in Riyadh Region. The main difficulties are lateness carrying out the projects of municipality promised to the citizens in the previous region , increasing the level of expectations of some citizens, and poor participation of the citizens in municipality plans.
- The agree of the sample of the study on the bases of level of citizen's participation in the municipality's election is high in Riyadh Region.
- There agree of the sample of the study sample on the level of control and administrative level of municipality assemblies is high in Riyadh Region
- There is low positive relations with statistical evidence on level(0.01) between the participation of citizens in municipality's election and the development of the performance of municipality assemblies in Riyadh Region that indicate the increasing of the level of citizens' participation in municipality election which has role in developing the municipality assemblies.
The Main Recommendation :
- The necessity of updating the systems of municipality and to develop them according to the economic, administrative, social, political newcomers that participate in urging the electors to participate in election.
- The necessity of citizens participation in planning the planning municipality.
- The necessity of instructing the citizens with municipality elections as a part of the reclamation of the country's objectives.
- The necessity of instructing the electors about the duties of municipality assemblies to limit their expectations.
- The necessity of increasing the reclamation assigned to municipality assemblies which enable them to do their duties as per the regulations in effective and capacity way.
- The necessity of availability the financial independent and administrative independent for municipalities assemblies to enable them to do their duties in the correct manner.
