N2  - مشكلة الدراسة : تتمثل مشكلة الدراسة في التساؤل الرئيس التالي : ما التصور الاستراتيجي الأمثل لتحويل مجلس التعاون إلى اتحاد خليجي؟. وما التصورات الإستراتيجية التي تحقق ذلك؟ 
أهداف الدراسة: تهدف إلى معرفة الأسباب التي أدت إلى قيام المجلس, ودراسة إنجازاته والمهددات والمعوقات التي جعلت التجربة لا تصل إلى التكامل الاندماجي, والايجابيات التي يمكن الاستفادة منها في تحقيق ذلك بقيام الاتحاد مع الاستفادة من التجارب العالمية والإقليمية التي يمكن أن تسهم في بناء الاتحاد المقترح.
مجتمع الدراسة: الأمانة العامة  لدول مجلس التعاون الخليجي  وسفارات دول المجلس بالمملكة ووزارة الخارجية السعودية ووزارة التخطيط والاقتصاد وبعض الإعلاميين بدول المجلس, وعددهم (50) مبحوثاً.
منهج الدراسة وأدواتها :استخدم الباحث طرقاً عديدة لجمع المعلومات وتحليلها, أهمها الطرق الإحصائية والتاريخية والوصفية وتحليل المضمون واستطلاع نخب خليجية من مختلفة من القياديين العاملين  في وزارات المجلس وبعض الإعلاميين والمثقفين والخبراء الخليجيين.     
أهم النتائج:
1.	إن القضايا الأمنية والعسكرية والمهددات الإقليمية كانت من أهم أسباب قيام مجلس التعاون.
2.	هناك عوامل مشتركة عديدة أسهمت في تماسك المجلس لثلاث عقود وهي اللبنة التي تمهد للتحول إلى الاتحاد. 
3.	كان للمجلس إنجازات لافتة وقصور في أشياء أخرى تتطلب المعالجة لينجح التحول إلى الاتحاد لاسيما وإن المهددات لا تزال قائمة بل أخطارها متزايدة. 
4.	ثبت بما لا يدع مجالاً للشك ضرورة قيام وحدة خليجية تسفر عن كتلة إقليمية مؤثرة.
5.	تحتاج المعالجة لتصورات إستراتيجية ذات رؤية واضحة وأهداف محددة . 
تصورات إستراتيجية:
1-	قيام اتحاد فدرالي معتمداً على العوامل الموحدة لدول الخليج على أن يتنازل فيه الجميع عن المصالح القطرية لصالح المصلحة الخليجية, وتوجه ذلك رؤية إسلامية وسطية معتدلة, ونظام سياسي يشجع المشاركة الشعبية.
2-	 ضرورة التكامل الاقتصادي الخليجي الاندماجي مع الاعتراف بتوزيع الأدوار فيه للدول المختلفة والجهات متعددة في الدولة الواحدة.
3-	إعادة صياغة التعليم بما يخدم التنمية البشرية لخلجنة الوظائف في دول الاتحاد لتحل محل العمالة الوافدة.
4-	توفير حماية أمنية تقوم على أمن الإنسان مدخل لأمن الأوطان, مع تطوير دفاعية عسكرية تمنع أخطار المطامع الخارجية. 
5-	أهمية دمج المجتمعات الخليجية عمليا من خلال حرية التنقل والسماح للمواطن الخليجي بالعمل والتملك في دول المجلس وكافة الوسائل المتاحة; Study Problem:  the study  problem is represented  in  the following  main inquiry: what is  the optimum strategic vision to  transform  the GCC  to  a  Gulf union, and what are the  required  tools through which the  GCC can  achieve the  Saudi Arabia proposal   for establishing the Gulf  a Union?
Goals of the Study:  Aimed to identify the reasons that delayed the achievement of integration in the agreements concluded in the cooperation  phase and to realize  the most important internal, regional and international challenges, which will face the conversion from Cooperation to a Union  as well as,  to see the potentials  available in the GCC countries that can contribute in building the proposed union, and aims to realize the  most important regional and international experiences that can be help in the achievement of the project. 
Study  Community: the General Secretariat of the Gulf Cooperation Council (GCC) , GCC embassies in Saudi Arabia , Saudi Foreign Ministry , Ministry of Planning and Economy and some media men in the GCC States. The total is (50) researcher.
Study methodology:  the researcher used the historical, descriptive a  analytical an  methodologies, content analysis in order to understand the an analytical approach. Also the researcher attempted to seek the opinions of the gulf experts and intellectuals as regard of transformation of the GCC State to Gulf Union. Additionally, the researcher utilized the method of observation to cope with the drastically evolving events. experts as well as specialized academic specialized in GCC affaires and strategic and journal center experts .
Study Problem:  the study  problem is represented  in  the following  main inquiry: what is  the optimum strategic vision to  transform  the GCC  to  a  Gulf union, and what are the  required  tools through which the  GCC can  achieve the  Saudi Arabia proposal   to  transform  from  cooperation  to  a Union?
Goals of the Study:  It is an attempt to identify the reasons that delayed the achievement of integration in the agreements concluded in the cooperation  phase and to realize  the most important internal, regional and international challenges, which will face the transformation from Cooperation to a Union  as well as,  to see the potentials  available in the GCC countries that can contribute in building the proposed union, and aims to realize the  most important regional and international experiences that can be help in the transformation. Moreover to develop the strategic vision that may guide the whole process to the transformation conversion.

The main results: 
1-The military and security issues and regional threats were the main reasons for the establishment of the Cooperation Council.
2-There are several common factors contributed to the cohesion of the Council for three decades, they are also building block that paves the transition to the Union.
3-Gulf states had remarkable achievements and shortcomings in other things require treatment for successful transition to the Union, especially if threats still exist.
4-It become clear there is a need for the Gulf Union as influential regional in the global system.
5There is a  need for strategy with a clear vision and specific goals to achieve the required objective.
Perceptions of the strategy:
1-The arrival of the Gulf states to the federation, should be base an sac vying national for Gulf interest guided by an Islamic orientation and a moderate outlook, and a political system that encourages public participation.
2-The need for economic integration  that recognizes the distribution of the roles of the different countries.
3-Reform education to serve human development to "Khalganise" the jobs  in the Gulf states to replace expatriates.
4-To provide for internal security based on the hum an being security rather then that of the state, so that military defense capabilities would able to stem internal challenges and prevent external threats.
5 –To consolidate Gulf social fabric By maintain freedom of movement, marriage, economic activities etc
