N2  - مشكلة الدراسة: تتلخص مشكلة الدراسة في تحديد ضوابط حرية الرأي مع التأصيل والمقارنة من خلال الإجابة على السؤال الرئيس للمشكلة، وهو: ما ضوابط حرية الرأى والتعبير عنه ؟
منهج الدراسة: هو المنهج الوصفي بشقيه الاستقرائي والتحليلي.
أهداف الدراسة  
1.	بيان مفهوم حرية الرأي.
2.	معرفة الضوابط الشرعية لحرية الرأي.
3.	معرفة الضوابط السياسية لحرية الرأي.
4.	تحديد الضوابط الأخلاقية لحرية الرأي.
أهم النتائج:
1.	حرية الرأي حق إنساني مضمون في الشريعة الإٍسلامية والقوانين الوضعية ضمن قيود واقعية.
2.	تترتب مسئولية جنائية على كل من مارس حق حرية الرأي والتعبير عنه دون مراعاة القيود المنصوص عليها شرعاً أو نظاماً.
3.	تُعد حرية الرأي من القضايا التي نص النظام السعودي على حمايتها، ولكن في الوقت ذاته ضمن قيود أكدت حفظ الأمن العام وحماية الإنسان من العدوان على كرامته.
4.	الاتجاهات الليبرالية هي أكثر من يعزل القيود الأخلاقية عن حرية الرأي والتعبير عنه.

أهم التوصيات:
1.	ضرورة تحرير حرية الرأي والتعبير عنه من العصبيات القبلية والجهوية والمذهبية.
2.	ضرورة التزام التصور الإسلامي لحرية الرأي والتعبير عنه.
3.	ضرورة تشديد العقوبة على مَن لا يحفظ للدين قدسيته عند التعبير عن آرائه.
4.	تخصص مادة ثقافية بعنوان (حق التعبير في الإسلام وضوابطه)، تدرس على المستويين الثانوي والجامعي أيضاً; Research Problem: This study addresses the determinats of opinion freedom from a genuine and comparative perspective. To realize this goal it seeks an answer to the following question: What are the controllers of freedom of opinion and expression ? 
Study Objectives: 
1.	To explicate the concept of opinion freedom.
2.	To identify restraints of opinion freedom from a Sharia perspective.
3.	To be aware of political controlling forces for opinion freedom.
4.	To determine control elements for opinion freedom.
Research Methodology and Tools: In the present study the deseriptive approach is adopted along with twin methods the deductive and the analytical ones.
1.	Islamic Sharia as well as secular laws guarantee the humanitarian rights of opinion freedom within realistic limits.
2.	Anyone who violates the Sharia and Secular Laws as regards the determinants of opinion freedom will be accountable for his wrong behavior i.e., he will bear criminal responsibility for his wrong deeds.
3.	The Saudi legal system assures and protects opinion freedom. Meanwhile it sets certain rules and restrictions to preserve public security and protects individuals' dignity and honour.
4.	Liberal trends are by far topping callers to isolating moral determinants from freedom of opinions and freedom of expression.

Main Recommendations:
1.	Freedom of opinion and expression of that opinion should be completely independent from any racial, spatial or religious sectarian fundamentalist attitudes.
2.	Assure th dominace of Islamic perspective for the freedom of opinion or freedom of expression about one's opinions.
3.	Those who associate expressing their opinions with debasing, insulting or scorn religious sacred places and scriptures should be subjected to severe punishments.
4.	It is laudable to incorporate a cultural syllabus within secondary and university education under the title "Rights of Expressing opinions in Islam and their controllers"
