520			_aمشكلة الدراسة : تتلخص مشكلة الدراسة في التساؤل التالي: ما هي اختصاصات الحاكم الإداري وما هو دوره في الحد من الجريمة؟ أهداف الدراسة : 1- بيان مفهوم الحاكم الإداري في النظام السعودي. 2- تحديد اختصاصات الحاكم الإداري في النظام السعودي. 3- الوقوف على مفهوم الحد من الجريمة وبيان وسائله. 4- بيان دور اختصاصات الحاكم الإداري في الحد من الجريمة. 5- ذكر عوامل نجاح الحاكم الإداري في الحد من الجريمة. منهج الدراسة : استخدم الباحث المنهج الوصفي الاستقرائي التحليلي. أهـم النتائـــج : 1- جعل نظام المناطق أولى مهام أمير المنطقة «المحافظة على الأمن والنظام والاستقرار واتخاذ الإجراءات اللازمة لذلك وفقًا للأنظمة واللوائح». 2- الحاكم الإداري هو المسئول عن إدارة وتسيير شئون الإمارة أو المنطقة. 3- يمكن حصر الحاكم الإداري في أربعة أشخاص من خلال نظام المناطق؛ وهم: أمير المنطقة، ونائبه، ومحافظو المحافظات، ورؤساء المراكز. أهم التوصيات : 1- العمل على تذكير الحاكم الإداري باختصاصاته الأمنية والتنموية والإدارية. 2- إعداد برامج وخطط مساعدة للحاكم الإداري تعينه على أداء مهامه على نحو مرضٍ. 3- العمل على إشراك المجتمع المدني وتفعيل دوره في الحد من الجريمة جنبًا إلى جنبٍ مع حكامه الإداريين.
520			_aResearch Problem: The research problem can be discerned from the following question: What are the jurisdictions of the (AG) and what is his contribution to crime downsizing? Study Objections: - To thoroughly portray the administrative governor jurisdictions in the Saudi legal system. - To get familiar with the concept of crime curbing on the one hand and the means of realizing it on the other hand. - To bring to light roles of the (AG) jurisdictions in minimizing crime incidences. - To figure out those factors that lead to the success of administrative Governors in curbing crime. Research Methodology: The author adopted the descriptive deductive and analytical approach in conducting this work. Main Results: 1. District Governors should primarily and strictly abide by the “Districts Decree”. The decree however, basically calls for perpetuation of security, order, stability through the enforcement of the relevant procedures that are in harmony with the established laws and regulations. 2. Management and running of the districts and or Emirates is the responsibility of the (AG). 3. Administrative Governance System is made up of the (AG); his deputy; provincial commissioners, and local center leaders. 4. The Districts Decree confirmed the state’s full control over all activities at both levels: national or local. Main Recommendations: 1. Administrative Governor (AD) should have their awareness boasted over other jurisdictions pertaining to security, development and administration. 2. Set forth auxiliary programs and plans in the aim of assisting the (AG) in conveniently tackle his responsibilities. 3. Find ways for the participation of the civil society and activating its roles in downsizing crime. Such process is intended to compliment the efforts of the (AG).
